How the certificate amount is determined

If the commission that inspected the dwelling has determined that it is irreparable, the owner can count on receiving a certificate for the purchase of new real estate.

The amount is calculated by a special commission based on a formula approved by the Cabinet of Ministers of Ukraine. It can be viewed here.

The following factors are taken into account when determining the amount of compensation:

  • type of destroyed property;
  • total area;
  • number of rooms;
  • year of construction;
  • cost per square meter of housing in Ukraine as a whole;
  • region of location.

For example, if you are the owner of a completely destroyed three-room apartment of 82 square meters in the suburbs. You can expect a certificate with a nominal value of 2,641,443.03 UAH. The calculation according to the formula looks like this: V=Vcr x Kr x Kroom x Kric x Szn ≥ Vpov, where:

  • V is the amount of compensation expressed in hryvnia;
  • Vsr is the cost per square meter of housing on the secondary market throughout the country, which is equal to UAH 36,422.33;
  • Kr is the regional coefficient;
  • Kkmin is the coefficient that takes into account the difference in price per square meter depending on the number of rooms;
  • Krik is a coefficient that takes into account the difference in price per square meter depending on the year of construction;
  • Szn is the area of the destroyed housing;
  • Vipov is compensation for the destroyed property, calculated on the basis of the indicator of the indirect cost of housing construction in different regions of Ukraine. This cost is calculated using the formula Szn × Pov, where Pov is the indicator of the indirect cost of housing construction in different regions of Ukraine, depending on the location of such property, expressed in hryvnia.

Therefore, V = 36,422.33 UAH × 0.944 × 0.9096 × 1.03 × 82 ≥ 1,735,202.00

Housing can be purchased in any settlement in the country, with the exception of occupied territories and communities in combat zones.

Storage and verification of the housing certificate

All information about the housing certificate is stored in the State Register of Damaged and Destroyed Property, which is maintained by the Ministry of Development of Communities, Territories, and Infrastructure of Ukraine.

Important: The document is valid for 5 years from the date of receipt. During the next 5 years after purchasing housing with a certificate, the property cannot be sold.

You can check the availability and validity of a housing certificate using the “Dія” app or by requesting information from a notary through an extract from the Register of Damaged Property.

Reserving funds under a housing certificate

After receiving approval for compensation, you can create a request to reserve funds using the “Dія” app. After receiving confirmation of your request, you can begin the process of concluding a purchase and sale agreement.

Important: The term of the reservation of funds is limited to 30 days, so it is important to start the procedure for concluding the agreement in time for the successful completion of the transaction with the housing certificate.
