Director General of Real Estate Corporation RIEL Rostyslav Melnik believes that the new state construction standards (SCS) improve conditions for real estate buyers. He said this in an interview in the program “Market Square”, released on the RIEL YouTube-channel.
“Not so long ago, new SCSs came into effect. Now all facilities that will receive permits must be in strict conformity with the new standards. There have to be designed bomb shelters with certain characteristics or dual-purpose rooms. There are not only security innovations, but also requirements to improve accessibility for immobile people. And a number of other changes,” noted Melnyk.
There are also changes to the urban planning legislation, obliging developers to register the future real estate (FRE).
“The buyer is already acquiring a notarized FRE. Its status can be tracked online to eliminate any possibility of liens or other misunderstandings. The builder is required to give reserves to improve guarantees to the buyers. Also, the builder cannot change the storey, number of apartments. That is, for the client it is a cool option, for which he has great guarantees and security”, added Rostyslav Melnik.
And another benefit is that the facility becomes a better collateral for banks providing loans for the purchase of housing.
